Cortland County Launches the Cortland County Healthy Homes Production Program; Residents Can Now Apply
The Cortland County Health Department (CCHD), in partnership with the Cortland County Community Action Program (CAPCO) and the Rural Health Institute of New York (RHI), today announced the launch of the Cortland County Healthy Homes Production Program. Supported by the US Department of Housing and Urban Development (HUD) Healthy Homes Production Grant, the program helps eligible Cortland County households address home health and safety hazards. Residents can now apply.
The program aims to conduct Healthy Homes assessments in 50 homes and complete remediation work in approximately 40 homes by November 2028 as part of a federally funded initiative. Services are provided at no cost to eligible households.
Common Home Health and Safety Hazards Addressed
The Cortland County Healthy Homes Production Program will help eligible households address issues such as:
Lead hazards
Radon exposure
Mold and moisture issues
Other safety concerns
All enrolled homes will receive a comprehensive Healthy Homes assessment. Recommended services will be based on assessment findings, household needs, and HUD program guidelines.
Eligibility
Households may qualify for the Cortland County Healthy Homes Production Program if they:
Live in Cortland County within the program’s grant target area
Live in a home that is built prior to 1978
Renter or owner (when owner occupied) must meet HUD income eligibility requirements (generally at or below 80% Area Median Income)
Have a property owner in good standing with taxes and code compliance
Because funding is limited, the program will prioritize households with the greatest health risks, including homes where a child has an elevated blood lead level and households with children under age 6, followed by households with disabled individuals and seniors age 62+.
Homeowners may apply for their own residences. For rental properties, the tenant must apply with their landlord’s approval. The services are based on eligibility, available funding, and household need.

Program Partners
The Cortland County Healthy Homes Production Program is administered by CCHD as the primary HUD grantee, with CAPCO serving as the implementation partner responsible for intake, eligibility verification, contractor coordination, and project management. RHI will lead outreach and community engagement efforts to ensure equitable access and awareness throughout the county. The program is further supported by the newly created Healthy Homes/Lead Poisoning Prevention Task Force, which brings together local partners to strengthen coordination, outreach, and long-term prevention efforts.
